Course Objectives
Course Overview:
Date: December 22, 2026
Time: 1:00pm-3:00pm Eastern
Learning Goals
By the end of the 2-hour webinar, participants will:
1. Recognize the organizational importance of command oversight in property and evidence (PE) management.
2. Understand the systems approach to PE control, including policy, process, and accountability.
3. Identify universal risks and consequences of mismanagement across jurisdictions.
4. Apply nationally recognized best practices (IAPE standards, CALEA expectations, evidence integrity principles).
5. Develop a framework to assess, remediate, and sustain effective PE operations in their own agencies.
Learning Objectives
Leadership & Oversight
· Explain the command role in directing, equipping, training, and holding personnel accountable in PE management .
· Compare different organizational placements (administrative vs. detective division) and their effect on integrity.
Policy & Systems
· Identify essential components of a Property/Evidence Control SOP: recordkeeping, intake, packaging, storage, release, audits, and final disposition .
· Explain the policy–practice relationship and how to close gaps between “on paper” and “in reality.”
Risk & Compliance Awareness
· Summarize real-world failures of evidence rooms (e.g., Brooksville FL, Cook County IL, Franklin Township NJ) and their consequences .
· Describe how evidence mismanagement can lead to lost prosecutions, liability, reputational damage, and career risks.
Operational Best Practices
· Outline the linear process of PE management: intake → packaging → storage → release → disposition .
· Describe best practices in packaging (IAPE heat-sealing, CDS weighing, double verification of cash/jewelry).
· Explain requirements for separating and securing high-risk items (firearms, cash, CDS, jewelry, perishables).
Integrity Controls
· Distinguish between annual audits, inventory audits, and inspections — including who conducts them and when .
· Define key control and access principles (limiting keyholders, separating IA from PE, preventing command-level direct access).
· Explain proper documentation and authorization requirements for evidence release and final disposition.
Assessment & Improvement
· Apply a structured assessment: first integrity (security, chain of custody, accountability), then efficiency (organization, barcoding, purging backlog) .
· Recommend steps to fix common PE problems: conduct assessment → correct integrity issues → improve efficiency → purge legally disposable items.
