Brian J. Clouse, Esq.
Brian Clouse is a 43-veteran of law enforcement with 14 years of experience in school safety and security, leading two major urban school police departments as their Chief of Police and Coordinator of Safety and Security. Brian now provides consultation services to schools, including the provision of school vulnerability assessments and training for school resource officers and school administrators. Brian has also provided expert witness services in police and school liability cases, and has been an attorney for 26 years. Brian is a member of the National Association of School Resource Officers, the Indiana School Resource Officers Association, and is the founder of the Indiana School Resource Officers Association Foundation.

Course Objectives
Course Overview:
Date: September 15, 2026

·Introduction & The "Why"
o Attendees will learn about the shared goal of creating a "Safe Learning Environment" (balancing physical security with student well-being).
o Attendees will gain a greater understanding of “The Partnership Gap” and discover common friction points (e.g., SROs being used for discipline, administrators withholding critical info).
o Attendees will be able to define boundaries, improve communication, and build a proactive culture of school safety and security.

The Foundation: The MOU and Defined Roles
o Attendees will learn about legal guardrails and why a Memorandum of Understanding is a living document, and not a “set it and forget it” file.
o Attendees will be able to articulate the National Association of School Resource Officers "Triad" Model, and understand the SRO’s three roles of Law Enforcement, Informal Counselor/Mentor, and Guest Lecturer
o Participants will learn how to “draw the line by categorizing incidents, such as:

Administrative/Disciplinary: Handled solely by school staff (e.g., dress code, tardiness).
·
Law Enforcement: Handled by SROs (e.g., weapons, serious physical harm).
·
Communication Frameworks & Team Integration
o Attendees will discover the importance of developing regular communications between school administrators and SROs, including formal and informal meetings.
o Participants will learn how School Resource Officers fit as an integral part of multi-disciplinary Threat Assessment teams.
o Participants will learn the importance of joint training, especially in areas of threat assessment and de-escalation.
o Attendees will learn of the importance for SROs to train school staff on safety procedures.
o Attendees will be able to articulate the importance of collaboration in school safety and security, such as developing school safety and crisis response protocols and emergency drills.

Building Culture & Measuring Success
o Attendees will learn how to use the SRO as a school asset by integrating SROs into school spirit (e.g., coaching, clubs, or classroom visits).
o Participants will learn the Importance of community perception by communication of the SRO’s role to parents and students to build trust.
o Attendees will learn key performance indicators (KPIs) for SROs and school administrators to move beyond "arrest stats" to "interventions," "mentorship hours," and "staff safety surveys."
o Participants will gain understanding in the necessity and modalities of evaluation criteria for SROs.
