John Jack Ryan
Jack Ryan is an attorney in Rhode Island, a graduate Juris Doctorate, Cum Laude Suffolk University Law School and has 20 years of law enforcement experience as a police officer with the Providence Police Department, Providence, RI.
Jack’s law degree and experience as a police officer gives him the unique perspective of public safety legal and liability issues. Jack is a former adjunct faculty member at Salve Regina University and lectures frequently throughout the United States. He has authored several legal publications, including the LLRMI Best Selling “Legal Guide for Law Enforcement Officers and Supervisors” – an annually updated quick reference guide to U.S. Supreme Court case law impacting law enforcement policies and procedures. Jack has authored "Law Enforcement Best Practices" 6th Edition, "Jail and Best Practices", and "Emerging Legal Trends for SWAT, Tactical and Emergency Response Operations" Jack has written policies and procedures that have been adopted by over 1,000 law enforcement and corrections agencies across the United States.
Jeffrey Carter
Jeff Carter, Deputy Director (Retired) Fayette County Detention Center Adult Facility Lexington, Kentucky
Jeff Carter retired December 2018 as the Deputy Director of the Fayette County Detention Center in Lexington, Kentucky. Over his 20-year career, he has worked all levels of custody inside a 1300 bed correctional facility located in the horse racing capitol of he world. Jeff was an instructor for 5 years inside the academy where he trained over 700 recruits, molding them into successful leaders in the Corrections field. He’s trained and commanded the CERT team, as well as, taught Drill and Ceremony to the Division Honor guard. While promoting through the ranks he commanded the Professional Standards Unit where he specialized in Internal Affairs investigations and Gang Intel for 7 years. Jeff completed over 200 administrative investigations, as well as, conducted over 100 PREA (Prison Rape Elimination Act) investigations. He is well versed in PREA and is a PREA Investigator Instructor. Jeff has completed the top Leadership Academies at the National Institute of Corrections in Aurora, Colorado. He brings experience from proudly serving 4 years in the U.S. Marine Corps, followed by obtaining his BS degree in Correction’s and Juvenile Services/Political Science from Eastern Kentucky University, through his career as a Corrections Leader. Jeff was a Certified Deputy Coroner within the Commonwealth of Kentucky for 8 years. He presents jail training throughout the country and serves as an Expert Witness around the United States focusing on jail litigation.
Jerry Rodriguez
Jerry Rodriguez spent 26 years with the Los Angeles Police Department, retiring in 2013 at the rank of Captain. His leadership assignments included assignments such as Patrol Commanding Officer, Adjutant to the Office of Operations, Watch Commander, Sergeant, and Field Training Officer. In addition to this, Jerry has experience in the Baltimore Police Department,
as the Deputy Police Commissioner in Charge of the Professional Standard’s Bureau, as well as Chief of Investigations for the San Francisco District Attorney’s Office.
For years Jerry consulted and guided municipalities on high profile police-involved incidents as a member of the agency. However,in retiring as a Law Enforcement Expert in 2021, he has been recruited to work on high-profile and sensitive cases. Jerry is a graduate of the FBI National Academy Class 234 and holds a master’s degree in Leadership from St. Mary College of California, as well as, a bachelor’s degree in Business Management.
He also has policing experience with the West Coast and East Coast Law Enforcement Agencies and has participated in many investigations throughout his professional career.
Michael J Fallon
Mike Fallon is a legal/law enforcement consultant who retired from the Providence (RI) Police Department (PPD) in 2024 with over 25 years of experience. He is also graduated with a Juris Doctorate (2025) from the University of Massachusetts School of Law.
Mike’s law degree and law enforcement experience as an investigator, supervisor, trainer and leader provide him with first-hand experience in many of the critical areas of public safety, legal and liability issues, and law enforcement training. He has served as an instructor at several police recruit training academies, as well as Roger Williams University’s Justice System Training & Research Institute and the New England Institute of Technology Criminal Justice program. Mike retired at the rank of Lieutenant, where he served as the Director of the PPD’s Training Bureau for a department of 450+ officers, as well as the Director of Recruit Basic Training, for five years. He also served as a District Commander, Shift Commander, Administrative Hearing Officer, Field Training Director, Major Crimes investigator, and FBI-trained Hostage/Crisis Negotiator. Mike also holds numerous training, instructor, and specialized certifications.
In addition to his law degree, Mike attained his Master of Criminal Justice (MCJ) from Boston University, his Bachelor of Science (BS) in Criminal Justice from Roger Williams University, and his Political Science degree (BA) from the College of the Holy Cross.
