At LLRMI, our mission is clear. We empower law enforcement professionals through exceptional training, trusted guidance, and practical solutions. Founded in 1990 and rebranded as LLRMI in 2016, we have remained committed to providing relevant, affordable, and hands-on education that addresses the evolving needs of public safety agencies. We are a network of risk management professionals dedicated to enhancing professionalism, effectiveness and risk management of public safety/criminal justice through police training, policies, procedures, and legal support.

Company History

The Legal & Liability Risk Management Institute—widely known as LLRMI—was established to help public-safety organizations proactively reduce liability while improving professional performance and organizational effectiveness.

LLRMI’s roots are associated with the Law Enforcement Risk Management Group, which reports providing law-enforcement and risk-management services since 1990. From its beginnings, LLRMI adopted a multidisciplinary, team-based approach. The organization brought together attorneys, experienced public-safety practitioners, trainers, and subject-matter experts to address the legal and operational challenges facing law enforcement agencies, jails and correctional facilities, insurance pools, risk managers, and attorneys.

Its work developed around several interconnected services:

  • Instructor-led professional training and conferences
  • Online and roll-call training
  • Policy and procedure development
  • Agency risk assessments
  • Legal and technical assistance
  • Critical-incident response support
  • Case consultation and expert-witness services

Over time, LLRMI expanded beyond traditional classroom instruction to provide webinars and an online learning and tracking platform. It also developed resources giving agencies access to state-specific model policies and procedures. Its educational catalog now covers areas including leadership, supervision, use of force, internal affairs, investigations, corrections, court security, legal updates, digital evidence, and fire and death investigations.

Today, LLRMI serves as a national resource for public-safety and criminal-justice professionals. Its distinctive strength is the combination of operational experience and legal knowledge: instructors teach from practical experience, while attorneys and subject-matter experts help agencies align their practices
