Thomas Martin
Tom Martin, Senior Investigator, New York State Police, (retired)
Senior Investigator Tom Martin retired from the New York State Police after a twenty-two year career. Tom began his law enforcement career in 1988 as a uniformed New York State Trooper, and spent the majority of his career assigned to a full time crime scene/ major case investigation unit, retiring as the supervisor of that unit.
Upon his retirement, Tom established his forensic consulting company, Crime Scene Forensics, LLC, and provides forensic training and case consultations nationwide. He continues to work regularly in the field of forensic investigations and concentrates on homicide and questioned death scene investigations, bloodstain pattern analysis cases, shooting incident reconstructions and officer involved shooting investigations and reconstructions. Tom regularly provides expert forensic testimony in state and federal courts throughout the United States.
Tom has worked with the U.S. State Dept and the International Association of Chiefs of Police, (IACP) in developing and delivering training programs involving evidence based investigations for ranking members of Iraqi police forces.
Tom is a nationally recognized speaker who has been providing training to law enforcement agencies nationwide for over twenty-five years. He is currently a faculty member for the National District Attorneys Association.

Course Objectives
Course Overview:

This training is for anyone who will be investigating officer involved shootings whether as part of the criminal investigation or administrative investigation, including agency administrators, internal affairs, criminal investigators, crime scene technicians and patrol officers.
Officer involved shooting incidents involving shooting at motor vehicles present dynamics and challenges that differ from other shooting incidents. Officers are forced to make split second decisions under constant motion and very rapidly moving circumstances.
The speed at which the vehicle closes the distance, perception-reaction time for the officer both at the beginning and the end of the firing sequence are among the important factors that should be considered and documented.
Topics include:
• Documenting the scene
• Measuring the scene and preparing diagrams
• The importance of scale diagrams in OIS cases
• Documenting the location of ejected cartridge cases
• The relevance of cartridge casing location in perspective
• Human factors involved in OIS cases
• Sympathetic Nervous System activation and its affects on OIS cases involving shooting at vehicles
• Perception reaction time of the involved officer at the beginning of the perceived threat
• Perception reaction time of the involved officer at the end of the firing sequence
• The importance of time-distance calculations in evaluating the officer’s response to the threat
• Understanding time and motion - reconstruction of events during a rapidly paced event involving constant motion
The important facts and evidence to be documented in OIS - vehicle cases will be discussed in detail, including photography methods, ensuring the appropriate measurements are properly recorded, and understanding bullet impact angles to determine the position of the vehicle at the time each shot is fired.
This program contains graphic scene photographs and actual case examples to
illustrate the training material.
