Robert Lowery was the 5th police official to be appointed as Commander of the elite 35-year Greater St. Louis Major Case Squad, a multi-jurisdictional violent crime task force concerned with the high profile murder investigations in Missouri and Illinois. Serving 2.5 million citizens across 12 counties. Formed partnerships with Federal Law Enforcement agencies, including the Federal Bureau of Investigation, United State Marshal Service, Bureau of Alcohol, Tobacco and Firearms, Secret Service and Internal Revenue to maximize resources available for in-progress homicide cases. Robert created the Technical Operations Group, a specially trained team designed to provide electronic support in tracking and locating suspects. Robert created the Family Liaison Program which provided specially trained investigators to work with families of victims of homicide cases, investigated violent crimes with 500 Law Enforcement Investigators from over 100 local, county, state, federal agencies and managed high-level murder cases in collaboration with numerous officers and agencies.
Robert is a member of the International Homicide Investigators Association, Quantico, Virginia, United State Department of Justice, Federal Agency Task Force on Missing and Exploited Children, Washington DC, International Coroners and Medical Examiners Association and Federal Bureau of Investigation and National Academy Association.

In our nation today homicide rates are continuing to rise, while unfortunately our successful clearance and arrest rates are steadily declining for a wide variety of reasons – regardless more offenders are getting away with their crimes and are free to act again.
This training webinar will guide the uniform first responders and supervisors through their many responsibilities at the often-chaotic death or homicide scene – everything from officer safety issues, rendering aid to the dying or injured, ensuring the safety to all others present. Additionally, first responders play a significant role into the successful investigation surrounding the circumstances of the death whether homicide, suicide, natural or accidental. A thorough scene investigation is required especially when the death was unattended or unexpected so that an accurate cause and manner of the death may be determined.
The importance of the role of the first responders cannot be overstated especially is cases where the death is believed or suspected to be a homicide. The actions of the first responders have a direct correlation to the successful outcome of a comprehensive investigation, the arrest of those responsible and a successful prosecution.
During the initial response, first responders must also properly secure the scene to protect physical and forensic evidence, make note of all observations (what they see, hear and/or smell), limit the access to the scene to only those with a specific purpose, they must separate, detain any suspects, protect and conduct preliminary interviews with any witnesses or relatives present, make note of and record any bystanders and in some instances make death notifications. In the event the victim has not yet died and is able to speak, officers must know the proper procedure for taking and recording a dying declaration.
