Robert G. Lowery, Jr.
Robert Lowery was the 5th police official to be appointed as Commander of the elite 35-year Greater St. Louis Major Case Squad, a multi-jurisdictional violent crime task force concerned with the high profile murder investigations in Missouri and Illinois. Serving 2.5 million citizens across 12 counties. Formed partnerships with Federal Law Enforcement agencies, including the Federal Bureau of Investigation, United State Marshal Service, Bureau of Alcohol, Tobacco and Firearms, Secret Service and Internal Revenue to maximize resources available for in-progress homicide cases. Robert created the Technical Operations Group, a specially trained team designed to provide electronic support in tracking and locating suspects. Robert created the Family Liaison Program which provided specially trained investigators to work with families of victims of homicide cases, investigated violent crimes with 500 Law Enforcement Investigators from over 100 local, county, state, federal agencies and managed high-level murder cases in collaboration with numerous officers and agencies.
Robert is a member of the International Homicide Investigators Association, Quantico, Virginia, United State Department of Justice, Federal Agency Task Force on Missing and Exploited Children, Washington DC, International Coroners and Medical Examiners Association and Federal Bureau of Investigation and National Academy Association.

Course Overview:
Miranda and Other Initial Problems on Death Scenes: Observation, Documentation, Miranda Issues and how to handle the presence of a subject on the scene, with and without a dedicated investigator.
Natural Death Investigation: Why an Autopsy? Sudden unattended natural death defined, what to do on the scene, interviewing relatives, checking medications, physical activity and other activities just prior to the death, personal history, cultural and religious issues and other unique types of natural deaths will be discussed.
Notification of the Next of Kin: Suggestions for the proper and timely notification of next of kin will be discussed, as well as, location of the notification.
Case Studies
Suicide Investigation: In this module the attendee will be provided with skills to objectively examine potential suicide cases. The breadth of the problem will also be examined, as well as, the first issues to face the uniform officers. Suicide methods, written and unwritten suicide notes, location and types of trauma will be covered. Motivation surrounding suicides, family concerns, insurance issues and civil issues will be discussed.
Non-Vehicular Accidental Deaths: Included in this section natural disasters, plane crashes, auto-erotic deaths and other non-vehicular accidental deaths, the peculiarities and problems related to delayed investigations and other unique issues will be covered.
Officer Involved Shootings and Other in Custody Deaths: These High Profile Types of Deaths, Case Law, Subject and Witness Officer’s Rights and Garrity issues will be addressed at length.
There will be additional discussions regarding new trends and Information relevant to Officer Shootings, Court Testimony and other current subject matter
