Day 1:

Proactive Internal Affairs Investigations

Worker’s Compensation Fraud Investigations for Law Enforcement

  • Overview of complexity and cost of fraud

  • Suggested methods of investigation-Where to start and how to put together a criminal or administrative case
  • Suggested agency policies

Investigating Law Enforcement Critical Use of Force Incidents

  • Defining Critical Force

Day 2:

  • Internal Affairs Models: Alternative models for complaint processing and disposition will be presented including an in depth discussion of complaint intake, disposition panels, and the importance of values and integrity in the internal affairs process.
  • Corruption Prevention: Current trends involving police corruption, case illustrations, and an overall agency strategy. A definition of “Noble Cause Corruption” with case examples will be presented.
  • Sexual Misconduct: Police Officers engaging in Sexual Criminal Misconduct has become a major problem in law enforcement and will identify seven different profiles of this type of behavior and offer investigative strategies in handling these types of allegations.
  • Officer Involved Domestic Violence: The training will discuss who should investigate when an officer is accused of domestic violence, what the ramifications if sustained are, and what the appropriate sanctions are.
  • DOJ pattern and practice investigations: The training will describe DOJ investigations of law enforcement agencies, what impact it has on Internal Affairs policies, and the DOJ Best Practice recommendations.
  • Early Intervention Systems: Overview of current systems and practical uses.

Day 3:

  • Role of the police independent monitor
  • Challenges facing the monitor
  • Essential provisions that can enhance the role the monitor plays in developing greater police professionalism and community support
  • Mediation of citizen complaints alleging police misconduct
  • Techniques for dealing with cell phones and social networking sites during administrative and candidate background investigations.

Day 4:

  • Garrity, compelled statements and the role of employee representation
  • Issues concerning Brady and Giglio
  • Administrative searches
  • First amendments implications on administrative investigations and employee discipline

Day 5:

  • Supervisory and agency liability for public safety agency sexual misconduct
  • How to conduct an audit of your IA/OPS operation
  • Use of force issues legal update
