G. Patrick Gallagher is currently President of the Gallagher-Westfall Group, Inc.. Mr. Gallagher is a nationally recognized expert in governmental liability, especially for law enforcement. He has conducted hundreds of training sessions for professional associations of risk managers, police chiefs, sheriffs, and public officials. Furthermore, he has developed unique, proactive programs to provide a comprehensive range of services by acting as an expert witness, by policy and procedures reviews, liability assessments, and management reviews.
In addition to his other work with the Gallagher-Westfall Group, Gallagher developed and conducted training programs and management studies for the Washington-based Police Foundation and the Police Executive Reserach Forum, and was for some time a senior associate at FEMA's National Emergency Training Center.
Previously, Patrick Gallagher was appointed Director of Police Standards and Training for the State of Floridaby Governor Bob Graham in 1980 where he administered the policies established by the Criminal Justice Standards and Training Commission and was directly responsible for monitoring statewide standards of employment, training and certification for Florida's police and corrections officers. Additionally, he developed standards for 46 training centers, their curricula, and instructors. Furthermore, he was responsible for the decertification of law enforcement and corrections officers and was the Director of the Executive Institute providing executive development courses on topical issues to managers and executives.
In prior positions, Gallagher was Director of the Police Executive Institute for the Police Foundation in Washington, D.C., was Director of Public Safety Research for the League of California Cities, and Director of Public Safety for the city of South Bend (IN). |
