Enforcement Risk Assessments (LERA)-LLRMI regularly conducts
risk assessments of law enforcement agencies to determine gaps in
liability exposure. The assessment process involves a review of
agency policy and training related to the high risk critical tasks
in law enforcement as well as an on-site review of agency operations.
While on-site, LLRMI will provide technical assistance through recommendations
in order to assist the agency in reducing liability exposure.
Legal Update
Services Co-Director G. Patrick Gallagher has found that
one of the major gaps in law enforcement risk management has been
a lack of legal updates for law enforcement agencies on the developing
and ever-changing laws governing police procedure and operations.
LLRMI has developed a bi-monthly publication that not only provides
legal updates but also includes a detailed roll-call lesson plan
for use by agencies to insure that officers are updated on the law
and also trained in these updates. The training plans will also
make the agency a much more difficult target in a lawsuit alleging
that the agency has failed to train its personnel.
Policy Review
Agencies or risk managers that do not want to conduct a full-risk
assessment may want to have a policy review conducted on a single
policy or a number of critical task policies. LLRMI utilizes its
team of experts to review policies and provide recommendations
or
technical assistance on the policies submitted. Sample

Training
LLRMI offers a full range of the highest quality training for risk
managers and law enforcement officers. These courses include topics
such as “Case law Update for Civil Liability and Risk Management”
“How to Write and Implement Defensible Policy and Procedures”
as well as a number of other courses directly related to reducing
liability in law enforcement agencies. In addition, LLRMI has full
access to the entire course catalogue, curriculum and instructors
of the Public Agency Training Council for all other law enforcement
training needs.
Expert Witness
Services LLRMI has an on-going affiliation with over 60 law
enforcement experts who are nationally recognized in their particular
law enforcement field. Unlike many expert services that operate
as a single person entity, LLRMI takes the team approach and can
provide a multi-disciplinary approach to a single case where doing
so will enhance the law enforcement agency’s defense.
Case Consultations
One of the most critical times of a lawsuit is at the beginning.
LLRMI provides legal consultation regarding case strategy for those
who represent police agencies and individual officers.
Risk Management
Consultations LLRMI is also available for consultations with
risk managers regarding on-going claims and preventive measures
that can be taken to reduce liability in law enforcement agencies
before the exposure occurs.
Critical Incident
Response LLRMI provides immediate access to law enforcement
experts in cases where an agency is in the midst of a critical incident.
Many agencies have become a more significant liability target based
upon the initial response in reaction to a critical incident. LLRMI
stands ready to assist agencies with immediate and timely advice
with respect to critical incidents. LLRMI’s unique ability
to bring together a large number of law enforcement experts enhances
the level of advice available to agencies at such a critical time.
Audits and Inspections
LLRMI provides audits and inspection services related to those areas
of law enforcement operations that create the most frequent liability
potential and exposure. These on-site evaluations supplement and
enhance the management of your agency’s risk exposure. During
our on-site work our professionals will provide specific training
and guidance for your agency’s staff to allow them to maintain
on-going internal inspections and audits.
On-Going Technical
Assistance In circumstances where an insurance group, risk
manager; or police entity has an on-going concerns with a wide-range
of agency operations, LLRMI will provide expert on-going technical
assistance. LLRMI has 60 law enforcement subject matter experts
who can be utilized to assist an agency ensuring that the agency
is in compliance with the generally accepted practices and legal
mandates of law enforcement. This process may include auditing and
monitoring of progress in enhancing an agency’s ability to
avoid civil liability where such services are requested.
